    113. Have sent following telegram to Consul-General Odagiri. In reference to your telegram 26, Russian Minister to China, after referring to Admiral Alexieff, answered to the Chinese Government that the Russian man-of-war at Shanghai will be disarmed and that she will not be permitted to leave there before conclusion of war. Russian Minister has also consented to send large part of the crew ashore, leaving the man-of-war in the care of a few of them. Wai-wu-pu have therefore communicated Feb. 28th above to [] and [] and instructed them to carry out disarmament in conjunction with Commissioner of Customs and the Russian Consul-General, the arms so removed to be kept in the Customs and to make necessary provisions for the housings of the crew. As soon as Wai-wu-pu learn that the above have been carried out they will officially report to me the result. You will also telegraph me at once as soon as the arrangements have been faithfully carried out.
